pulseaudio currently Suggests: pavucontrol.One could reasonably argue that pulseaudio ought to Recommends: pavucontrol, since pavucontrol makes pulseaudio much more convenient to use for desktop users.
One cannot, however, argue within the bounds of Debian policy that pulseaudio should Depends: pavucontrol, because pulseaudio as built in Debian *can* be run without it.
