Because the man-page for apt-key says so:

|  add filename
|      [...]
|      Note: Instead of using this command a keyring should be
|      placed directly in the /etc/apt/trusted.gpg.d/
|      directory with a descriptive name and either "gpg" or
|      "asc" as file extension.
