What is your version of firefox-esr? 45.8? Can you see Shockwave Flash in Tools / Add-ons / Plugins? Is it activated? What version is it? What version is displayed here (if any)?

Mozilla disabled some old versions of Flash plugin by default, and introduced more aggressive use of click-to-play. I speculate that these changes may have made it to the ESR channel.

The good news is that Adobe have released Flash 24 for NPAPI (Firefox). I am using Flash Player 24.0.0.221 in firefox 52.0-1 amd64 on sid.
