It can actually remove more (e.g. packages that are temporarily
out-of-date, which is bad).

No. Adding "removals" to Aptitude::ProblemResolver::SolutionCost
in /etc/apt/apt.conf.d/10aptitude helps, but doesn't prevent all
removals. :(
