Footnote: Apparently konqueror maintains its own table of default apps, 
and html was set to iceweasel. Fixed that, and actually got to the 
latest pcb.pdf and downloaded it. Whether that will lead to my trying to 
us it again is debatable.  I have already burned at least 2 days 
screwing around with this, and running into a dead end always around the 
next corner, so I will have to become re-motivated.
