The GTK3 equivalent for ~/.gtkrc-2.0 is ~/.config/gtk-3.0/settings.ini.
It should contain this line:
[Settings]
and your settings below it.
This is working, for example:
[Settings]
gtk-font-name = Liberation Sans 11
It affects Evince (indeed, GTK3) and Liferea, to name a few.
