What does the following do? (as your local user)

xdg-open https://www.debian.org/

If that opens Debian's Homepage in Iceweasel, the xdg-mime
associations work properly and it's a problem with Icedove.

If not, I'm unsure what the cause is.

Could you check Icedove configuration?

Edit -> Preferences ->  Advanced -> Tab: General -> Config Editor
     -> "I know what I'm doing"

then see what the settings are for (as far as they exist):

network.protocol-handler.app.http
network.protocol-handler.app.https
network.protocol-handler.expose-all
network.protocol-handler.expose.http
network.protocol-handler.expose.https
network.protocol-handler.external.http
network.protocol-handler.external.https
