Copy and paste
ftp://carroll.aset.psu.edu/pub/linux/distributions/debian/dists/wheezy/
into the address bar of a browser. Can you see an "updates" directory?

The files are not downloaded because apt-get cannot find themi either.
You have a very poorly /etc/apt/sources/list. Please post its contents.
