In my case - i prepared the package(s) and the sponsor find me :-)

But i agree, the package creation is straightforward and well
documented and all problems can be solved in mentors ML, where are
mostly willing people.

First you need to create the ITP (which can be way to communicate with
DD).

I agree, the quality is growing. In last 10 years i see a big step to
forward. Namely: choice of the DE in installer, multiarch, config
files, no problem updates, and many a and many other things.

But in last one or two years, there comes some problems (which i
mentioned here more times), but they are in particular packages, not
with the Debian self (i hope). And here mentioned and discussed
problems with systemd can be from the same reason.
