I had the same issue when I recently changed my TERM setting in PuTTY to
xterm-utf8 as someone suggested here recently. This line in ~/.screenrc
solves it:

termcapinfo xterm* 'is=\E[r\E[m\E[2J\E[H\E[?7h\E[?1;4;6l'
