libsope-xml4.9 was never in Debian.
I'm going to guess that you got it from Ubuntu or somewhere else. Remove
it, and then you can install libsope1.
apt-get -o DPkg::Options::="--force-overwrite" install libsope1
to enable libDOM.so.4.9.24 to be overwritten.
