IDK what DE you're using but here, using KDE, the task bar clock can be
set for multiple time zones.  Below the time zone selection area, is a
drop list which selects which zone to actually use.  Also, there's a time
zone setting in System Settings / System Administration.

At a guess, if the two are set for different zones, "weird things" might
happen.
