CUPS stores any kind of state files under /etc (classes.conf,
cupsd.conf, printers.conf subscriptions.conf) and upstream is against
any modification.
Personally I worked around similar problem by moving /etc/cups
to /var/opt, and symlinking /var/opt/cups to /etc.
