I have significantly improved, if not solved, the problem.
I created the directory /etc/X11/xorg.conf.d (which is not present by default) and created a .conf file inside it containing the following:
Section "Device"
Identifier "nvidia card"
Driver "nouveau"
Option "GLXVBlank" "true"
EndSection
The completely solves the tearing problem for dragging windows around, and very nearly solves the problem when playing videos, though they tear a lot less than they used to.
