I wrote the core of one of such tools once upon a long ago (graduation
thesis) and while it needs graphics (X11 in Unix and Linux) gnome is
not this mandatory...

Too bad I had to go to work in another type of company.

... even in this case you could start dbus w/o starting a DE: start
only what you need. I know, it requires some skill above the basic,
and enforcing then negates freedom of use.

dbus is another of such so-so ideas, and I understand what it does
mean having something that NEEDS DBUS running (I have even seen Sun
JVM crash due a DBUS message...).
