How are you looking at the hardware clock?  Note that
"hwclock --show" will always show the clock in local time,
irrespective of whether it is UTC or LOCAL in the hardware
clock itself.

# hwclock --show      
Mon 03 Dec 2012 10:45:33 CET  -0.903079 seconds
# TZ=UTC hwclock --show
Mon 03 Dec 2012 09:45:40 UTC  -0.988834 seconds
