On Arch I had such an issue, can't remember what my Debian settings
were. On Arch I'm not using NM, anyway, I have to run
ifconfig eth0 up
or
ip link set eth0 up
before I can run
netcfg pppoe
Dunno how to do it for Debian and using NM, but I suspect you need to
bring the interface up.
