What are the settings displayed there?
Try unselecting "Let Skype manage my mixer levels" and using the "make a
test sound" while you modify your settings.

.au sound files paly fine with aplay.
Not sure what the problem is there - I don't have any WMaker machines to
test with.

No worries - that's a feature, not a failing. It might be possible to
play .ogg files with aplay - but I'd have to look up the proper settings.

Those "problems" - why does it make white noise from ogg, but play .wav
is just an aplay thing, nothing broken.
