To apply the changes system wide (to all of the users) you can uncomment 
the required lines of "/etc/nanonrc" (scroll-down, it's at the bottom), 
for instance:

## Bourne shell scripts
include "/usr/share/nano/sh.nanorc"

That will highlight ".sh" files.
