Time Issues

Hi folks,
 
i installed a new server (squeeze) with the new netinsall-iso. now i started setting time and some issue turned up. here is a part of my console output.

You can make this change permanent for yourself by appending the line
        TZ='Europe/Berlin'; export TZ
to the file '.profile' in your home directory; then log out and log in again.
 
Here is that TZ value again, this time on standard output so that you
can use the /usr/bin/tzselect command in shell scripts:
Europe/Berlin
root@xy:/# hwclock
Mo 06 Jun 2011 16:59:56 CEST  -0.765840 seconds
root@xy:/# date
Mo 6. Jun 18:59:59 CEST 2011

after i've done some googling, i am a little confused.
 
UTC is 14:59:56
CEST is 16:59:56
 
why is my debian-squeeze telling it's not?
