Yes. It's an acronym of (Linux) Hardware Compatibility List. Ubuntu now has one, and the BackTrack compatibility list at their website is excellent. Here's Debian's: http://wiki.debian.org/WiFi#USBDevices

It can tell after some searching if a device is supported.
But it's a difficult thing to find which is the best to buy.

Vendors can't be relied to keep the same chipset (and the same revision) on the same model. They reserve, as you may well know, the right to change that "without prior notice". So, nobody can tell you in advance whether a certain model will work in Linux -- unless they've personally tested it.
