That path was for KDE3, but I guess you are on KDE4.

If none tips works, then you can open a bug report. The fact is that what 
you are looking for is already contemplated. If does not work for you, 
you should  report it.

NumLock
What to do with the Num Lock modifier for the time the greeter is running:

Off
turn off
    
On
turn on
    
Keep
do not change the state

The default is “Keep”.
