You answered his question correctly, however, if there is no longer any
package that depends on it, why would he want to leave it on the system.
Perhaps because the package can be used directly by the user (see 'man
aspell')?  I.e., it is not only a library, but also an interactive
spell checker.

Also because it may be Recommended or Suggested by a package he still has installed and uses. (Normally, auto-installed Suggests are removed and Recommends aren't but you can change either of those in your apt configuration.)

I don't remember apt-get ever actually *removing* Suggests packages, but it quite often displays a blurb similar to:
    these packages are not needed anymore, please run
    "apt-get --auto-remove" to clean them up
