Depends on what you are doing. Here is a good example of appending
locale information to a command, and I _always_ want that:

hardy2@hardy2-laptop:~/.bin$ cat openoffice.org2.3
#!/bin/bash
export LC_TIME="en_DK.utf8";
/usr/bin/openoffice.org2.3 "$@"

This is an example of a usage where I want my script to intercept
calls to the systemwide program.
