The debian-multimedia repository has a version of flashplayer-mozilla
for Etch. As a matter of fact, it even has one for Etch/amd64, which
uses nspluginwrapper. (However, I have never used the Etch package for
either architecture myself since I run Sid.)

It should work once you install the plugin package. Note that it is not
necessary to run the chroot on a different VT (if I understand correctly
what you are doing). You can run your 32bit iceweasel with the 32bit
plugins in your normal 64bit Gnome session:
