OK, that is a known bug. (Your first message suggested that dirmngr was
started successfully again, therefore I initially suspected it might be
something else.)

You can look at this bug report

http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=495437

and try to apply the proposed patch to /etc/init.d/dirmngr, then "stop"
should work again. Let us know if you need more help with how to apply
the patch.
