I have added the line to /etc/udev/rules.d/z60_libsane.rules. Do I need to reboot the system to get it recognized, or is there another way? Like restarting a daemon, or something of that sort?

All I did (for the DX-9400F) was to unplug/plug it to get the device node recreated. You might want to remove the static device node in /dev/.static/ first.
Still not working as normal user. It works for root, however, without needing the node in /dev/.static/dev. I hate to reboot. I like the long uptime but we had a power outage recently, so I guess that really isn't much of an issue right now.
