Sorry, I don't know how to create a mirror from CD.

Another solution would be to use apt-cacher or an other proxy.

- From apt's description:
$ aptitude show apt-cacher
Package: apt-cacher
[...]
Description: caching proxy system for Debian package and source files
 Apt-cacher performs caching of .deb and source packages which have been
downloaded by local users. It is most
 useful for local area networks with slow internet uplink.

If you have many machines, each debian package will be downloaded from
the internet only once for all machines.

Disadvantage:
- - each package has to be downloaded once.

Advantage:
- - only those packages are downloaded and included in the local archive,
that you actually use (i.e. not all from CD)

- - also works for security updates etc.

- - if you later upgrade to lenny etc. you don't need the bandwidth to
download a set of cd's, but just the packages you need and only once.
