Do you actually need a full set, or is the machine you're installing
on connected to a network in some way?  If the latter is true, you
might want to look into the netinst CD, which is much smaller and more
bandwidth friendly.  And once you get installed, you might want to
look into debtorrent to ease the load on the mirrors.

I'd be happy with a working businesscard or netinst install CD for each of the new releases (4.0r3 and 3.1r7).

The issue is not bandwidth.  It's simple availability...
