This was working in apache 1.3 but not in version 2 since it ADD ALWAYS
something as default and if it is "us-ascii".

Apache 2 is a big mess, eating nearly 6 times more memory (14 GByte)
as apache 1.3 and is ultimate slow.  (Dual Opteron with 32 GB of memory)
