1% packet loss should not make a noticeable difference to download speed.
Suggest you make packet captures on ALL interfaces (not just WAN) and of
reasonable size (half megabyte max) both of fast direct download and
slow forwarded download, then put them on a FTP or HTTP server and post
links to them to this list. (Please do not send the packet captures to
this list.) If private/proprietory information is a possibility (e.g.
passwords) please verify that none is included in packet captures.
