Make sure you have something like this in your ~/.gnupg/gpg.conf:
keyserver-options auto-key-retrieve
keyserver hkp://subkeys.pgp.net
(You can use another keyserver, of course. All the "standard" keyservers
synchronize their key data with each other regularly.)
