Please go read about Posse Comitatus and the Disaster Mitigation Act of
2000.  First, federal government's role in disaster relief is limited to
an assistive role.  That means that the local yokels *have* to be in
charge becuase it is the law.  What you are saying is that the federal
government, in following the law, screwed up.  If you feel that way,
then please write your congresscritter and have them get the Disaster
Mitigation Act and the Posse Comitatus Act repealed so that the federal
government can come in do everything itself without the interference of
local governments.
