Call the *billing* department (they always answer the phone, and they are
trained to be nice and patient on adverse conditions). Explain to them that
you need to contact the ombudsman about a serious problem. That should be
enough for you to either get to the ombudsman, or to manage to get the phone
number and name of someone that can actually do something.
