Do you mean "downloading the packages"?
Are you installing from a netinst or a businesscard-iso cd,
or installing from some full Debian CD's?

What network card or chipset do you have?
If it's a card, I'm assuming you made sure it's seated
well into the motherboard.
Is the card plugged into anything?
