etch - gpg no_pubkey error when running apt-get update



I'm running an etch ppc system and get the following error when running apt-get update:

W: GPG error: http://secure-testing.debian.net etch/security-updates Release: The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 946AA6E18722E71E
W: You may want to run apt-get update to correct these problems

I've googled around and gather that apt-get now uses gpg for signing. I had gpg installed already, so following the advice from one post I found I ran 'apt-get install debian-keyring' followed by gpg --import debian-keyring.gpg, debian-keyring.pgp and debian-role-keys.gpg. This installed loads of keys. I re-ran aptget update but the error still occurs. I then found another post at debian-administration.org saying to run 'gpg --keyserver keyring.debian.org --recv' followed by the last 8 digits of the key required. However doing that it just told me there was no such key available.

What am I doing wrong?
