sorry, typo. 'debian system config tool'

Not according to the debian documentation.

it seems to make it so upgrading apache will not add new links
to /etc/rc* however it still attempts to start the services even if
their is a stop for the current run level.
.. thanks for mentioning the typo though. you provide a real service
here in the list.
