You're still using woody I see. I'm not sure if this version of XFree
supports the card you're using (allmost sure it doesn't actually). As
an intermediate option you can try using the vesa driver. Don't use
the kernel frame buffer as you indicate you set below (that simply
won't work, since there is no framebuffer in the default kernel).. You
normally don't need to enter the BusID either, though I guess it might
not do any harm.

Can you hook up this computer to a LAN with your network enabled
computer? That way you could just upgrade to sarge versions of the
software. If you can't do that, download the ATI drivers from their
website. Convert the RPM with the "alien" program and install that.
They still have a version for XFree 4.1 so that one will most probably
work.
