You are looking for doc-linux-html and doc-linux-nonfree-html.  It is
essentially a snapshot of the TLDP HOWTOs.  They are placed in
/usr/share/doc/HOWTO/en-html/.  Alternitavely there are text versions.
There are also localized versions
