Debian is free as in "freedom", not as in "no cost". Users have the right to
use, modify, and distribute the software (including a modified version).
This is guaranteed in the terms of the licenses of the software.

Yes, you can use Debian as a base OS for your product without paying a
royalty to Debian - as long as you do not violate the licenses of any of
the software you distribute with your product.

Of course, donations to Debian are always welcome.
