When I upgraded apt-proxy from 1.9.17 to 1.9.18 a few days ago, it
showed exactly the behaviour you describe.  A quick look in the logs
showed up nothing interesting so I reinstalled apt-proxy-1.9.17 and
put it to "hold" for now.
