Although Knoppix is based on Debian, it is not a real version of Debian.

Run
apt-get install locales
and select fr_FR@euro or whatever it is called. If the locales packages
is already installed, run dpkg-reconfigure locales. You probably need
to log out and in again to apply the changes.
