I can't really understand what you want, but could it be
multi-gnome-terminal (although latest version of gnome terminal also
has tabs, but not as good).
If you want a tabbed window manager thats another story, don't know
which support gnome, but I believe icewm has it, fvwm when used with
fvwmtabs, probably others.
