Normally this happens if the system boots into single user mode
(runlevel 1 or s). You should try to reboot and explicitly select
another runlevel (e.g. type "Linux 2" at the lilo prompt). If that
works, change the default runlevel. Check /etc/inittab and your
bootloader configuration (the append="..." line if you use lilo).
