Try to add this to your ~/.xprofile:

if [ -f ~/.bashrc ]; then
  . ~/.bashrc
fi

Then it will include your variables in your xsession too. So if you have 
these settings in your .bashrc:

export LANG=it_IT
export LOCALE=it_IT


your xsession will be include this, and you can have your italian keys 
in your xconsole too. I'm using this with hu_HU, and I have éáű keys 
too, and they are working.
