What can I do that will convince habitual CCers not to CC me?  Are there
technical means beyond the Mail-Followup-To header?

Not really, no. There are plenty of list headers which are specified by an RFC that has been around for years.

So anyone who CCs off the list is doing so with a client that isn't up on a 5-year-old RFC that all modern mailing lists I've run into support and are too lazy to delete one line and change another (as I must seeing as I am currently using such a client). I'd find it rather amusing if said people also actually took the time to quote properly. :)
