I respectfully disagree.  The correct solution is to merely enlighten
all of humanity not to *respond* to spam.

Now, even if that happened, it would still take a while for vendors to
realize that spam is no longer effective.  But it's the only way.  As
long as an endeavor is profitable, someone's going to do it, no matter
how distasteful/rude/illegal/immoral it might be.
