Not quite. You can certainly charge for a package that is being
distributed under the GPL. However, you have to distribute the source
code and you cannot stop others from distributing it.

I recommend WxWindows - very much cross-platform and from what I
remember, its LGPL, so you can use it for your commercial version as
well.

WxWindows also has multiple language support although I dont know how
good it is.
