dhcp server w/o root

Hello

I'm looking for a dhcp server that runs as non-root user and in a 
chroot that doesn't require binaries inside the chroot.

Googling around I've found "paranoia" patches to ISC's dhcp server. 
Is that the preferred way? And why are they not integrated in 
debian's dhcp3-server packages? (I don't ask why they are not 
incorporated in ISC's sources.)
