yes

My old 4speed SCSI is about as fast as 16speed IDE drives are, and it
doesn't block the system when used.

Try, for exapmle, to run some virus scanner on a CDROM and on a
harddisk at the same time with IDE hardware. Then, do the same on SCSI
drives. You'll see what difference it makes.
